Myrtle Hilliard Davis Comprehensive Health Centers, Inc. is seeking a Human Resources Manager is accountable for providing HR services to the staff at Myrtle Hilliard Davis Comprehensive Health Centers, Inc. to include policy and procedures compliance, employee and management coaching, employee relations, performance management, compensation, and training to meet strategic HR and organization objectives and other high touch human resource services. The Human Resources Manager is hands-on and provides full cycle HR support to drive functional excellence. Delivering on these commitments in a timely, accurate, and professional manner is critical to success in this role.  The Human Resources Manager works to achieve objectives by developing effective, proactive working relationships with all staff and managers in partnership with the HR management team. This position requires effective management of all high level Human Resources support services and related activities to ensure a high functioning, productive and effective environment that fosters learning, teamwork and a motivated work force.



Maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

  • Oversees and manages staff hiring, staff separations and coordinate applicable staff exit (off-boarding) activities.
  • Assures that HR transactions are processed in a timely and accurate manner with attention to data integrity. Track and analyze key metrics to monitor customer satisfaction and continuously improve HR service delivery to internal and external customers.
  • Manages the performance management process and supports a performance management system by updating job requirements and job descriptions for all positions. This includes implementation, reporting, and guidance of the merit and incentive compensation programs processes, and goal-setting logistics and employee retention.  Train-mangers, supervisors and non-management employees on the performance management process, system, and tools.  
  • Manages employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; obtaining and evaluating benefit contract bids; awarding benefit contracts; managing open enrollment, designing and conducting educational programs on benefit.
  • Prepares employees for assignments by establishing and conducting orientation, training programs, continuous needs assessment to determine measures required to enhance employee job performance and overall company performance.
  • Acts as a business partner by developing and implementing staffing, employee engagement, training and communication strategies.
  • Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
  • Provides guidance, and interpretation on all matters, both strategic and tactical relating to employee relations.
  • Ensures planning, monitoring, and evaluation of employee work results by training managers to coach and discipline employees; hearing and resolving employee grievances; counseling employees and supervisors.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at unemployment hearings.
  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Completes human resource operational requirements by scheduling and assigning employees; following up on work results.
  • Provide supervision and oversight of assigned HR and administrative support staff including hiring, coaching, training, and managing performance.
  • Contributes to team effort by accomplishing related results as needed.


A Successful Candidate:

  • Ability to hold self and others accountable for high-quality, timely, and effective results
  • Demonstrated strong working knowledge of feral and state employment laws and regulation (e.g., FLSA, FMLA, ADA, and ADEA) and have prior experience in coordinating or managing some combination of compensation, employee relations, and position classification or employee benefits matters.
  • Demonstrated commitment to meeting the needs of internal and external customers; ability to strive for high level of satisfaction.
  • Strong ability to cooperate and work collaboratively toward solutions that generally benefit all involved parties.
  • Demonstrates ability to engage in a direct and truthful manner; ability to present accurate and appropriate information.

  • Demonstrates ability to maintain high-level and consistent work ethic in working relationships and all work-related duties.


  • Education:  Undergraduate degree in Human Resources or related field with advanced degree preferred.
  • Experience: Five (5) years or greater of HR Business Parnter and/or HR Generalist experience, 5-7 years of experience in Human Resources management
  • PHR or SPHR certification preferred, but not required
  • Other: 
    • Must have reliable transportation.
